MAJ John (Jack) Kochenour, the first Narcotics Staff Officer at the MACV PM office.  Jack writes, "The position of Narcotics Staff Officer was a new and unique one. Our mission was to obtain information to determine the extent of use of drugs among US military personnel. Drug use was becoming a problem in Nam. The troops were able to get almost pure heroin. I usually had a couple of vials of it in my file cabinet to show others. Many of them had never seen them. The vials were small enough to be rolled up on the inside of a soldier’s uniform sleeve. At the time most of the soldiers would lace cigarettes with it and smoke to get high. We also surmised that many of the stateside “junkies” were more addicted to the needle than the drug because of the difference in purity. Many of them who managed to get to Nam overdosed very quickly.
